Sub Tender versatility?

While each nations subs need some repairs specific to their nations types are sub tenders in this game able to to accomplish basic repairs for another nations damaged sub?

Specifically if at the beginning of the campaign the Dutch sub tenders were to be sent to Australia could they make basic repairs to a English or US sub that comes to that port they are assigned to?

Don't expect full repairs but certainly some hull repairs should be possible at the very least.

Tenders can serve all their allies.
But an AS cannot repair major float damage - you want an AR to repair up to 5 major points of damage and an ARD or shipyard to repair more than 5 points of major float damage.
A level seven port can also repair some major damage without a shipyard.
An AS does speed the repair of minor damage on subs.
