You can just use a portion of the PBYs, even just one from each group. All you have to do when you set up your Search, ASW, Training is to leave enough percentage for 1 PBY to pick up/transport troops.

But there is no perfect play style. I am evacuating troops or fragments if possible/plausible. But there are to many things to do and assets are limited.

Don't forget to check your faster ships like APDs and the xAK "Banana Boats" to see if they will go into a Fast Transport TF. This type of TF can also pick up troops. I am not sure if they can do it if the troops are not in a base - i.e. they have been kicked out of their base to a coastal hex. Patrol Aircraft can do this for sure.

Dutch units are useful but their source of combat replacements dries up so using them in combat is going to make them weaker. Most players only save the Base Forces for the air support they have. They also use a lot of common devices like Support Squads, Engineers and Motorized Support so they can fill out their TOE fairly well from a cadre.

Not many APDs yet but converting Clemsons.
Yes the Dutch replace rate is miserable so evacuating Dutch battalions kicked out of bases is priority. Disabled squads can recover and fight again.

They can pick up troops accidentally dropped on a non-base hex. They can't pick up supplies as they will migrate to a base.

Even if the Dutch no longer have the infantry and other unique Dutch devices, they would still be useful at a base for cooks, bakers, kitchen police, painting rocks, and such things which help units repair faster.

You can set your Air HQ to automatically replenish torpedoes. Open the HQ screen and click on the TOE. Click on Torpedoes and put in the number you want the HQ to hold. Click OK exit the screen. It will take one turn for the new TOE value to take effect and the HQ will then load enough torpedoes to get to the number you put in.

The mess in China.
I wanted to take Ichang which would allow me easier to move reinforcements between south west and north but Japanese rushed there most of the units from Changsha. No chance for Chinese here.
Exodus from Manchukuo(35 units) was spotted around Keifeng. With the current Japan dispositions I expect main thrust on the line Nanyang - Sian.
Wuchang shows currently only 2 units. I am considering small offensive from Changsha area.
Locations where Japan forces suffered defeat are marked white.
