Two question:

(1)
My Rail Cap ist at 21k although I have a Rail Production of 283, so I should have about 140k and on the rail there are some small unit using about 7k rail. So where is my rail capacity?

In the production screen there is "Resereved Rail" at 10%. What is the porpuse of this setting and what it means?

Used for supply delivery? Look in the logistics report.
You can reserve rail capacity for strategic movement of units. But monitor your supply needs so that you don't starve your units.
