Questions about Russian winter and Ports

I believe the Axis suffer some detrimental effects during the first winter months after invading Russia. What if they don't invade Russia until after 1941? The question being, do they suffer those effects the first winter they are in Russia regardless what year it is?

In regards to ports. If it's value is less than 5 can friendly units still be landed in that port? If less than 5 I believe it cannot be used as a source of supply, correct?

I am 90% certain the effects are for 1941. The detrimental effect is upon the 1st of January and is a 0-2 hits to every unit in Russia (so not for months). Of Course there are huge problems for the Axis if they don't DoW USSR by August 41, which dwarf any gains of avoiding the Soviet Winter hits.

Regarding ports: 1. transports must wait in port for 1 turn if it is below 5. So to disembark, you bring the transport in the damaged port, leave it there, opponent gets his turn (and an opportunity to catch the transported unit pants down), and on your next turn the unit is free to disembark.

As far as supply of damaged ports, they provide their resource as supply (a port with 2 value will provide 2 supply). Beware, any enemy ship next to a port prevents ANY supply provision from the port (so an intact port with an enemy vessel next to it provides 0 supply no matter its value)

The winter event isn't tied to 1941, so delaying Barbarossa will not stop the men from freezing.
