The command radius of a unit is indicated by a white ring. Other units inside that ring are more effective as a consequence of better command.

How are these units in communication? Is it by radio? How does spotting work for units like Mortars? You want your mortars to be hidden but some scout or small unit to work as an observer, but you cannot create a scout from the mortar unit.

Could we have an indication (a coloured dot for example) indicating the unit/units in which they are in command contact?

The rank of the commander influencing a unit is shown in the unit info on the bottom right of the toolbar.

Close Combat doesn't model different methods of command / communication. You don't need line of sight from the mortar unit to the target to shoot at it -- it will zero in on the target more quickly if you do, but it's not necessary.
