Both situations Solo games.

Finland aligned with Axis (Germany).
Finland is a Minor Power connected to Germany,
Can use Axis Supply Sources.
No Problem.

Finland aligned with Allies (UK):
Finland is a Minor Power connected to UK,
Cannot use Russian Supply Sources.
Can only use Finish Supply, and suspect UK Supply Sources.
Virtually making Finish units unable to help the Soviet past Lenningrad.
Guess they could invade Norway or Germany itself.

Question: Is that the way it is suppose to work?

Yes as the USSR is an uncooperative Major country to the Western Allies so supply will be limited.
