Anti-Air defense

I doesn't seem consistent that you can

Protect units by
~ Upgrading air defence of fortifications
~ Upgrading air defence of ports

But not protect units by
~ Upgrading air defence of capitals/cities/towns/settlements
~ Upgrading air defence of mine/oil resources

I understand the desire to protect against strategic bombing but shouldn't anti-air defence always protect units also?

Perhaps the stacking would be too much for the unit and the city/resource?
