Crash without loading - Shader 3.0 error
Getting the following error message: Cannot Run on HW without at least Shader Model 3.0
Brand new computer build with AMD Radeon RX 5700 XT graphics card, updated drives and DriectX 12.

DxDiag Previously: Crashed in Direct3D (stage 3). Re-running DxDiag with "dontskip" command line parameter or choosing not to bypass information gathering when prompted might result in DxDiag successfully obtaining this information
not saying it's at fault either, but no logs it's hard to tell tbh.
MINIMUM:
OS: Windows 7/8/10
Processor: 2GHz processor
Memory: 4 GB RAM
Graphics: 1 GB DirectX 9 Compatible Graphics Card (2GB recommended)
DirectX: Version 9.0c
Storage: 4 GB available space
Sound Card: DirectX Compatible Sound Card
something is missing, but what is the question, if the report tool doesn't work, then without a full report with a error, i'm lost, without a game log to or crash report to go on, so if any auto crash reports have been sent, then at least the developer will see and be able to reply, as i don't have access to them, so can't tell or comment

It seems an issue with DirectX and Radeon drivers. Try reinstalling the Radeon drivers.

Yes, in running DxDiag I got the following error: "DxDiag detected that there might have been a problem accesssing Direct3D the last time this program was used. Would you like to bypass Direct3D this Time?"
If I reply 'NO' then the DxDiag program shuts down with no report. Have to answer 'YES' to bypass Direct3D to get the report I attached.
I have no idea what is going on. Reintalled video driver (which was released by Radeon in the past few days so it is up to date) and even reinstalled the game. Problem persists. When the game fails to load with the Shader Model 3.0 error It seems to be sending a report, but I cannot know for certain.

something must be wrong with the drivers, as the card supports Shader Model 5.0 on the API front, so backwards 3.0 shouldn't be an issue but it is, so either go back to the previous drivers, or don't load the tools which sometimes come with them, MSI ones are known to cause issues with some games and widows etc, so a clean install of drivers only, not all the junk that comes with it, drivers only

i can't find the error on the AMD database, so imo i'd uninstall the driver from the card and reboot the system and then when the system reboots, it will install a default set of drivers, then try the game, if it works on the widows default set, then download the latest drivers from AMD and install them, and then retest the game again.
hopefully one or the other will work, as atm something is missing, but as it's on the API level and not game related it's hard to say what part, and normally reinstalling the driver would update the missing part, which it hasn't, so uninstall and reboot and then see if that works any better is my only advice

First of all, thank you for all your help. You are Great!
Tried your earlier recommendation of removing all the AMD related software and had the drive only remaining. Re-booted, then checked to make sure there was no AMD stuff sneaking back into the works then tried to load the game. Game failed to load with exact errors as before.
Next I uninstalled the driver and rebooted. System picked up the "Microsoft Basic Display Driver." This time the game loaded to the menu. I was able to navigate through all the different menu pages with no problem. But, when launching a game, or tutorial even, the game seems to load, and I hear the game music, but the screen goes blank.
So, yes, you are right about this probably being a driver problem with the AMD driver. Unfortunately the basic driver cannot support the game either. So much for having the latest and greatest hardware and drivers.
I will try and report this driver problem to AMD, but don't expect that will do much good. Otherwise, looks like I won't be able to play this game for the foreseeable future.

as it's a new pc, so new operating system etc, there are a few things on windows 10 which i use, which are most basis, can't say any of them will help with this error, but all will help with older games and none of it makes any difference to windows or pc gaming as a whole
these are my help tips for windows 10

Thought DirectX 12 would be backward compatible, but downloaded DirectX 9.0c and tried to install it to be sure. Turns out that 9.0c will not install on Win 10, only earlier versions of Windows.
Tried all your other recommendations, which were appreciated, but unfortunately didn't resolve this problem.
Finally, uninstalled the driver again, and reinstalled as Administrator. Uninstalled the game and reinstalled as Administrator. Then tried to run game as Administrator. Same problem. But still good advice for sure.
Hopefully we will hear from the tech support side.

SOLVED
Reinstalled Radeon Adrenalin Software for the Radeon RX 5700 XT GPU in my computer. Reverse clicked on an empty are of the desktop and selected the top menu item "AMD Radeon Stettings" The settings program starts up and then click on the "Gaming" tab. This tab is supposed to show all your games, which it didn't, but there is an "add" button that allows you to browse and add your game. Did that for Close Combat. The game then showed up in the AMD software. Clicked on the game inside the software to run it and it ran perfectly. After doing that the game now runs from the desktop directly without running the AMD software.
The AMD software apparently works for adjusting graphics settings and fixing compatibility issues. My problem was fixed just by adding it to the games list in the software. Easy, once you figure it out. Things are looking up!
Can't post a link to the AMD site that contained the solution (because I am a newbie) but it is a page titled: "Fixes for Game Crashes, Hangs, and Performance Issues" at community(dot)amd(dot)com/docs/DOC-1671#jive_content_id_Graphics_Driver.
