Quick question about downloading the game?

I have moved to another location and I have no internet at home atm but I have internet at work. Am I able to buy the game in the matrix store, download it on my smartphone and copy the installer on my PC at home and install and play it?

You can definitely install the game offline if you download the installer and then copy it across at home, yes.
