Are these similar to the reinforcement flags? Not quite sure what their function is, and saw nothing in the manual about them.

Been awhile so bare with me if I'm mistaken. They are the only spots your units can leave the map at. Unlike the earlier games in the series where your units left at any point on the last row. I think you can also use them to retreat your units as well. Man I'm rusty, but I won't be soon. :-)

Precisely, Pack Rat,

Retreat flags designate the exit hex for any routed or retreating units from the map. The scenario designer can set these when he prepares to the scenario....Wild Bill
