What Manpower upkeep means?

I don't understand what Manpower upkeep is supposed to mean.
In '40 Italy is still neutral, all units at maximum strenght, no new units purchase, yet turn after turn I have Manpower upkeep costantly at 90 versus 17 production, the total Manpower stockpile however is increasing every turn.
Has anyone observed the same? I really appreciate any insight on this since I am clearly missing something here.

......what you used
......what you have left
...center top column
......what you want to devote to repairing and upgrading
...right top column
......what the pools are
......what is in use

All Italian units are NOT at full strength. Many of the coastal garrisons are under strength. So it is repairing them according to the reinf/upgrade amount.

Thanks Alvaro,
that was indeed how I read the interface. My point was that all the Italian units are FULL strenght by '40 and no upgrade is in progress.
The odd thing that I wanted to point out is that I have the Manpower upkeep larger than my production and yet my stockpile goes up.

I noticed the same.
I believe it's a bug or so - when Manpower Unkeep should be 0.

Italy indeed at some point has everything repaired, they gain the net of their Manpower per turn as they've all repaired still. BUT the manpower unkeep remains up at the last turn of repairing / reinforcing value.

Precisation - it's a visual bug.
But the manpower math works smoothly and regularly. It just does not 'update' the seen field on the production screen. It shows an Unkeep of X, where it should just be 0. But adds regularly the normal income.

Yea that is my conclusion also. I ran some tests and the math seems right. It is a formatting issue.

Can't believe in Beta we all missed this.
