Split repair/Upgrade?

I am slowly starting to understand the game after my first playthrough. I like it so far a lot!

One of the things I would like being altered somewhat is the reinforcement/upgrade ability for each nation.
It works fine but I would like to have some in depth choice.

I would like to have one choise for repair and another for upgrades.
And also prefarable to have it for several types Tank/mech, Land units (Not tank/mechs), Air, Naval and Subs.

The reason for this is of course economy.
At any time in the war for various reasons you might want only repair a specifik type and same goes for upgrade.
For a exemple last game I just sat with the german navy. I would have wanted to repair them when damaged but not upgrade them.
Another example in my games was the Air, It got badly mauled in the battle over France and I would have loved to put more fund in them but couldnt so they didnt really got priorited even with their boxes for prio choosen.

A intresting point in the game was that at first it was the production point that keept you back, then later it become the oil and in the end game the logistic points. Really cool.

You can turn off reinforcements for individual units or using the HQ to do a command radius on/off.

You can prioritize a unit to be reinforced.

I'll put an upgrade selector on the list.

That would be good with a upgrade selector on its own.
Consider the cost to be halved if you implement it since you then would get two cost, one repair and one upgrade instead of one now for both repair and upgrade.

One question?
It says a unit can recive up to 20% in repair each turn. Thats fine.
But what does the actual number you put into repair do?
I thought at first it was a % but that doesnt seem right. And if it is a fixed amount of production how do you know what figure you need to get your units back to strength? Can you explain this a bit more please.

Yes that I understand but in the production page where you decide 100 or less/more for repair/upgrades what does that number mean? Is it production points or actually strength point? How does it work?

Also my subs and ships even with full supply and HQ they tend to no repair for many turns sometimes. Is this because the point allocated for repairs are to low or why?

The amount is production amount.
Ships must be in a port size 5 or greater.
