Reinforcements

I know reinforcements are meant to be automatic. The manual says "The unit will repair 20% of it's full strength each turn if possible".

I have units sitting around for months in full supply, on railroads, near HQ's, with plenty of production points etc that never gain anything (eg. sitting on strength 24).

Does anyone know what criteria stop reinforcements (and No, I haven't turned the "Repair / Upgrade" Off)

What's your upgrade/repair percentage set at? Do you have any units on priority upgrade/reinforce?

Careful it's not a percentage, it's the maximum allocation of Production Points to reinforcing and upgrading.
You will notice that starting '100' can go above 100! (Initially I thought too it was a percentage - but it's better being a flat number!)
