France, Vichy surrender bugg

I just started a new game as Axis and this time when I took Paris and got the surrender offer there wasnt any Vichy. France just gave it all up, All become Germany including all minor in north africa. Is this a bugg or based on the losses they took?

Did you process the turn? It takes a turn after the surrender for Vichy to form.

Process the turn, it will surrender. The only surrender bugs I've seen are with the major Axis powers.

How do you get France to surrender without forming Vichy? Nothing I tried seemed to work.

There is a surrender bug for Major powers with there is a negotiated peace available. That will be corrected in the 1st patch.
