It appears that if a country surrenders and has units on the build list, those units don't get destroyed and the build helmet at the top of the screen will be lit forever once the unit reaches its deploy date. Please destroy the units in the build list if a country is knocked out of the war so I don't have to click the helmet every single turn only to find no new units need deploying after clicking through every flag.

For some reason the convoy list is lit up too, but I can't figure out why.

Convoy means you have unassigned escorts.

Only ones not assigned are the Soviets, but they are not in the war yet, could this be it?
