Bug: Constanza fleet

ROM Ferdinand DD Group has the wrong colour (grey atm).
Should be ROM colour.

Because it is now controlled by Germany.

That is possibly a problem if some nations are not at war with each other - like Italy declares war to Greece, but is not at war with UK. But they cannot bomb the Greek naval unit as it turns into a British one.

But what is the rational behind this?
Romanian units with the purple colour. But not the Navy, which is grey?

It checks DOW vs the ships in the fleet.

Reason why gray because they are controlled by Germany and can merge with German ships. So to keep things simple they adopt the color of their major power controller.
