Spain increases industrial production only 11?

Spain surrendered to Germans with plunder of 227.

However, German production (before Swe, Nor, and Ru) only increased 11 from 408 to 419.

Spain has 3 industrial hexes, 9 port hexes and 2 mine hexes = 14 production hexes. 14 x 5 = 70

What am I not understanding here?

The (non Scandy/Ru) German production was 419 in November suggesting only an 11 production increase.
However, production was 428 in December, 445 in January and now 462 in February while I was noticing that at least one Spanish production city was increasing from a damaged "2" to a higher number.

So German industrial production has risen 54 points since Spanish surrender with no contributing factors observed except incomplete observations of Spanish city production recovery.

Has anyone else had this experience?

Ehh, first, damaged stuff (cities, mines, etc.) give partial income, a mine, that gives 20 in normal case (2 per strength) will only give 4, if damaged to two. Will got repaired one per turn, and slowly rise to its max, which depends on many factor.
Second, occupied territories give only 80% (max 8) of its income at best, compared to the non occupied versions.
Third, most source will give different mpp, some give half per str, some one, some two (capitals and mines) and some three (oil.)
Fourth, the source can only give what is the supply lvl, spain has only one route through france normally, which can be reduced by many things, and that will affect the income greatly, the singly city, can reduce the Spanish income (if occupied) to almost zero.

Also, will some Spanish resources not have been in German hands before Spain surrendered? Therefore German income after surrender will only rise because of a) those resources captured after surrender and b) from resource repair.

Bill, only captured were the route from Vichy to Madrid: Bilbao, Burgos (city) and Madrid.

As I understand the responses (thanx Bill and Xsillione) the resource production hexes in Spain will ALL slowly come on line after surrender as they (1) are repaired, and/or (2) those not captured prior to surrender join their production.

When all is said and done and after the 80% rule is applied, if not 70 mpps, what is the max Spain will add to Axis production?
70 x 80% = 56 mpps per month?

Yes, if your calculation of their resources is correct, it would be 56 per turn.
