Green Msg Box Empty

I captured Paris and the turn after two green message boxes showed up. The top one was empty all I could do was 'X" it out and they both disappeared. I suspected this was my opertunity to accept Frances surrender and set-up Vichy. France moved capital to Metz. What happened here, I didn't get chance to accept Frances surrener

Plz post in bug section. This is technical issues

To negotiate surrenders go to the War Panel. There you will see the button lit
