Some suggestions

Invasion of Norway - Narvik should be in Allied hands after, with an under-strength garrison. Historically the Allies withdrew but this should be up to the player.

Greece - Greece was ready for the Italian attack. Greek units should be dug in and at full supply at the Albanian border.

Vladivostok - Just drop the blockade mechanic. If Japan takes Vladivostok, some supplies should go through Persia (unless occupied).

Special Forces - Start supply at 8 after landing (10 or 11 is far too powerful).

Paratroopers - Use same supply rules as special forces, after airdrop.

Lithuania - USSR reaction should be much stronger if Germany occupies. They fought Finland for much less border territory, no way they would just roll over and suddenly let German have this huge salient. Also the territory should be occupied and no German home territory.

Disagree with the supply reductions for paratroops and special forces --- these units typically deploy supplied for the mission assigned; they don't lose 20 percent of their supply by deploying, the British 1st Para notwithstanding.

Narvik: true, the Allies withdrew and opened the door to German occupation (after the Germans had initially been forced to retreat). With uncontested air power and a few more troops, combined with the lack of commitment on part of the Allies, Germany likely would have recaptured the town anyway. I think the game just simplifies historical events, though it may have made the garrison there a little stronger than should be.

8 supply isn't reduced supply, it could be considered normal supply. 10 supply is only available when occupying a major home city. 11 is available to no other units ever.

1. Invasion of Norway. Respectfully disagree. Narvik was taken by German troops, then taken by Allied forced, then reconquered. There are events covering this in the game.
2. Greece. Perhaps. It is still difficult to take with just Italians, Germans already have to allocate some of their forces. Blitzkrieg should be possible, considering the length of each turn. Instead I suggest some penalty for the Germans if the dont take Crete! For instance simulated bombing of Ploesti, which was what they feared and was the reason they used considerable ressources on a risky operation! In most games the Axis player dont bother to take Crete, and the Allies get a penalty for putting troops there.
3. Vladivostok. Absolutely agree!
4. Special forces. Agree!
5. Paratroopers. Unclear, doesnt this mean that they will get more supply than currently? In that case I disagree, paratroopers are already overpowered. I would rather want them to have a maximal strength of 5, like garrisons.
6. Agree that Lithuania-event must be changed. But as I have suggested before, it should be that if Germany takes Lithuania, Russia get the region around Warzaw. That was the historical agreement, and was later changed to Germany getting Warzaw and Russia Lithuania. My suggestion would be just to take the Lithuania event out.

I think war in Europe handled Lithuania pretty well.

Just a note that the current events covering Narvik are a huge gamble for the Allied player, whereas the Axis event is 100% certain. So basically in every game Germany gets Narvik for free.

I agree completely with everyone of these points. Especially the Vladivostock blockade and Lithuania... these are essentially no risk ways for the axis to further beat on a Soviet Union already weaker then historical.

And Greece is completely beatable as the Italians alone... just requires a little bit of preparation. Having two Greek armies entrenched along the Bulgarian border makes no sense at all.

I'm fine with all of these but I especially agree Paratroopers should have the same rules as special forces. They were meant to last behind enemy lines longer.

I don't think the concept of Special forces (small raiding parties who have greater movement and survivability) should be the same for Germany as for US/ UK/ Japan

Instead they should produce overstrength SS units who have tremendous hitting power but are more expensive

1. Invasion of Norway. Disagree but it's not that key
2. Greece. A slight buff for Greece would be fine - now with a Pz and a few German infantry I can take down on 1-2 turns
3. Vladivostok. This would be highest priority for MP. Too easy to take out Vladivistok and Soviets lose 80 badly needed MPP. Also, If Japan attacks V before Pearl Harbor that should move US towards mobilization
4. SF - Disagree - from a game play perspective I think it's balance
5. Paratroopers. Disagree for game balance and historic reasons
6. Lithuania-event Maybe slightly stronger. This already moves up Soviet readiness so they join war summer '41. Without it you can hold them off until late '41/'42
