Cannot Purchase a Game

No matter if I choose Paypal or credit care I receive this error. Ive tried going through firefox and IE

Error - Shopping Cart
Shopping context creation failure due to problematic input.. Field 'State' is required..

Do you have the State you're living in filled out and check mark on little box for same as billing address? Just a thought
