Germany surrendered, but no victory?

As can be seen here, I've managed to beat Germany by December 1942, starting in 1939 as the Allies.

Since I haven't lost Paris, Italy never entered the war. I can't declare war on Italy either because War Panel screen is bugged out since Germany surrendered. How do I formally win, even though I already have done so technically? Is there a victory screen of any sort?

Can you send me the game file. Clearly that's a bug.
