why reduced movement

sometimes a unit's AP is actually two numbers separated by a slash "2/3" as in the infantry army should have 3 APs but only gets to move 2. Why is that? I don't see any weather or mud/snow influence. I am baffled.

I think supply or readiness also has an influence? I've typically seen this on low supply units, so that has always been my assumption.

Lower than optimum supply will be the reason.
