Eternal France Surrender Spam?

If an Axis player decides not to Vichy France, the surrender option message will be spammed through.

There is no 'conquest' of France - not even if Homeland is taken. Not even if Homeland + Algiers is taken. I've yet to get to Syria but the whole of France and N. Afrikan holdings are in Axis hands. (Well not each and every desert hex - I mean cities / ports / etc).

Yet the game seems to press forthward the option to create Vichy.

I think France needs some conquest rules that do not envision Vichy or at least that such message stops to come at some point.

I took a look at France and tested things myself. I agree it was a bit too tough.

Now France surrenders by taking all of it's mainland production and morale centers. Not the colonies.
