U-boat raiders attacking surface fleets

I've noticed that even in raider mode u-boats still try to ambush surface fleets, even destroyer groups and then seem to switch back to fleet mode. Is this meant to happen? It says in the in-game naval help screen that units in raider mode can't attack surface fleets.

It's a bug. To be fixed in the next patch. Due soon.
