@Alvaro, in combat there is an Accuracy% element.

What is that number? Also is it consistent or does it vary with Nation or attribute type?

It is an internal value to balance combat and not accessible to players. It doesn't vary per country.

it's like 6% for land air and 25% for naval. But don't spend your time calculating things.
