Unable to create a first depot

Good afternoon,
I'm playing France but when I'm trying to create a first depot during the first land phase, I got an error message : "[name of a city]Paris is not in a valid supply chain". Where is my mistake?

Please try the v1.23.01 beta. The depot problem is fixed but there are still some other supply issues I need to fix. Alas, v1.23 is not quite ready.
