Possible Bug with Advancements

This may be intenional in case the Major nation is liberated but in case it's not I am reporting it. France falls. Vichy Syria is all that is left. France is not an option for production or advancements to change BUT on the turn report France is continuing to advance techs. While surrendered shouldn't advancements stop?

Does France come back if we liberate main land if so what tech levels does she have?
