Why not more submarines for Japan?

Surprised to see only two in production? They produced a ton of subs and had some quite cool sub techs going for them.

Thought they started with level 1 advanced subs?

As the Axis player, you always have the option to build more subs and pursue the advanced submarines tech for Japan. I don't believe the designers envisioned putting a fleet of subs in the unit arrival pool that would match the numbers that were historically constructed . . . that's where "changing the tide of history" and player strategy/tactics enters play. Initially, as far as game play is concerned, SC doesn't seem that far off in terms of numbers or capability: excluding midgets and human torpedoes, Japan started the war with 63 ocean-going subs and built 111 more over the duration for 174 total; despite some technological advances (torpedoes, boat speed, range), the fleet generally performed poorly---apparently Japan elected to use their subs as scouts and for strikes against combat vessels, which proved futile. About 75 percent of the fleet was destroyed during the course of the war.

Player choice? Use your production how you want.
