I'm wondering if there's a way to change them to be more realistic, and to tie it in with a startup script enabling the player to select from pre-war "Cards" to play that change your "future units" that arrive when you start a scenario.

Like for example: "Build more U-Boats than historical, so you have more submarines available in 1939/1940 at the expense of say, armored units, etc"

For example, here's the German order dates for submarines arranged by date and # ordered then.

NOTE: Add from between 100 to 200 days (depending on time period) for the boat to undergo training and be certified to go on its first war patrol following commissioning.

Type IA: 491 Day Lead From Order to Commissioning
(Only two built; fastest was built in 476 days from order to commissioning)

I can't do anything like that. You can change the length of build time that they come out though in the editor.
