Supply and occupation questions

Hello all.
Does placing a command unit on a supply hex increase the reinforcement or repair of all units under that command unit?
When capturing a town or city, do I need to leave a unit in that city?

The city thing no but if partisans appear there that turn you wont have the function of the city.
Favoritism is alive and well here.
