Soviet Armies

I believe the Soviets can make armies, but how? Can't produce them so do you have to merge other units to get them? Why not be able to just produce them?

They become available once they get attacked, until then only the crappy Corps can be built.

For the better otherwise Germany would be stuck against a wall of invincible (well not invincible but mighty for sure), entrenched armies behind the Dnepr.
