Groningen map position error?

Groningen map position error?

While playing around with the editor I noticed that Groningen is in Germany when it should be across the border in Holland. So where Groningen is at the present time I changed the name to Emden and turned it into a port town. But I have a problem with the new port because when I try and play the new scenario ships in the port can't move? As of yet still to find the cause.

You have a land locked port in Emden. You can't use tile #1 for a port hex. That is a land locked tile. Only tiles that are NOT #1 can be used and it needs to touch another water tile like a coast or open sea.
