Latest Patch (1.00.03) not available even though it says it is on the web site

So the in game launcher still can't find the latest update, but when you go to Matrix Game's site and in your list games, and click on the files for WarPlan, it shows that the patch is available, but when you try to download it, you get:

Not Found
The requested URL /pub/WarPlan/WarPlan-UpdateComp-v1.00.03.zip was not found on this server.

That's 22:00 US EST.

How long does 'syncing' take?

I got both the download from the website and the installer to work about 1500 hours EST.
