Reinforcement and Upgrade Question

If I set my Reinforcement and Upgrade to say 200 but only use 150 to actually reinforce and upgrade do I loose the 50 points of production or does that get sent to the Stockpile? Trying to decide how much I need to monitor the Reinforcement and Upgrade number. Can I set it to a relatively high number and forget it with the idea that in times of little action and little upgrading I won't be wasting Production?

It takes the lower of the stockpile or reinforcement amount
