Be sure you have the convoy routes active for that area. Should be the Mediterranean and South Atlantic.

Not sure if this helps or not. I had trouble with Germany sending Finland supplies. I was playing a game started with 1.21 and later upgraded to 1.31. The Baltic route does not even exist. Figured just a factor of playing a game started with the older patch. NOT a big deal as I am just trying to learn and am not going to finish this game anyway.

But TwoTribes could this be your problem?

I just posted about a similar issue. PBEM game started under 1.21 also.

There is a minor bug I found in the code but I think v31 scenarios should work around the bug. It's all linked to the new on/off convoy feature.
