I have recently tried to place boats on lakes, and it wouldn't let me.

Unfortunately I can't tell from your screenshot where you tried to place the ship (as in, which part of the world).

C:MO won't allow placing ships on positions with a positive altitude, and many lakes are above sea level. This is something that has been discussed in the past and the changes needed to implement placing ships on lakes are pretty massive.

It's on the maybe list, but I wouldn't count on any changes in the short term.
