I'm looking at this game and WiE. One of the few negatives posted about this game was the change in scale which affected Europe and Africa. How important is that? Both games have many patches. I'd like some opinions about these two games which might help me make up my mind. Also, I only play vs. the AI.

In my opinion, the WiE AI is stronger. The developers have done a remarkable job but the naval AI part of the game is not as strong as the land/air AI. WaW has much more naval combat thus why I think WiE is better.
That being said nothing will match PBEM opponents for strategic cleverness. Give PBEM a try there are plenty of new players so you don't have to go against the best to start with.

WaW AI still has issues with handling the Pacific. Getting better since launch. WiE AI has simpler situation to deal with.

However for multi-player (PBEM) I prefer WaW. There's always some action going on because at the beginning you're fighting in China and then as game progresses you have all of Europe and rest of Asia involved as well as North Africa and East Africa. Seems there's more players as well for PBEM with WaW.

With the sale starting it's time for me to decide. What are the issues with the naval aspect in these games? Thanks for any opinions.

If your main interest is playing the Japanese or fighting the Japanese, buy WaW
If you want a game that is more challenging, with more European detail, you should get WiE.
I find WaW easier to win.
