Question: Ground Unit OPs

The following pic confuses me.
I thought the number to the right on ground units was the remaining operations, yet the game is allowing me to use two operations when only one is left. Is this correct (or a potential bug), and if so what am I misunderstanding?

Thanks for any thoughts.

Ahh!! That is awesome. I always liked that rule in other games and am glad it shows up here.

It's a little messed up in v31 where it doesn't ALWAYS move 1 hex but I fixed that in v4.

WarPlan is very complex under the hood with all the different unique rule sets. I have to check for validations on usually 5-10 things. Sometimes I miss 1.
