Resolution and viewable area

Hi guys.
Just installed, d.loaded patch and updated.
Using WIN 10 on an HP Envy with a 4k monitor.
Boot screen and opening menus are not fully displayed and I cannot scroll or get to the resolution system pref screen to change resolution to allow the full screen mode etc.
Ideas please?
