Question about S&I

In WaW with Japan being set as un-cooperative with the Axis, and Russia with the Allies.

How does this effect the sharing of research?

If in 1940 Britain is ahead in S&I it will slow down German research, but what about Italian and Japanese research?

Also vice versa if Germany is ahead does that affect American and Russian research while they are still neutral?

I noticed that it doesn't affect the spotting of units, even when some of the countries are still neutral.
