Russia Before It Enters The War

I am playing as the Allies in a PBEM game. I did play the Allies some months back and Russia seems to be different this time around. It is now the end of April 1940 and the two Baltic states are still not under Russian control. I thought they moved to Russian control not too long after Poland falls or did I click the "wrong" answer on one of the questions?

Secondly, Russia is only getting about 22 production points per turn which seems very low to me. Is this tied to the Baltic States? Is this what they normally get at this period of the war or did I do something else wrong?

Any comments would be much appreciated.

Hi

The Decision (DE 414) to annex the Baltic States comes in June 1940.

Her income will be tied in to her mobilization level, which is probably low at the moment though it will start rising as 1940 passes, and especially from the start of 1941.

I'm not sure about the Baltic states, but as far as the Soviets mobilization, did you:
Ban the French Communists?
Accept Germany's offer to adjust the Polish border after the invasion of Poland?

Doing these things reduces Soviet mobilization. In addition, your opponent can also do things, like not declare war on Belgium or Luxemburg, to deny the Soviets mobilization bumps. All of these things combined could put your mobilization in the single digits, which is why you are not making any money.

At this point, there is probably not much you can do about it. Soviet mobilization will begin to rise by itself eventually, you will just have to wait for it.

Now that you know, in your next game, you can make different choices.
