Rugged Terrain halves Tank factors according to the manual. But is it for both defender and attacker OR only the attacker who suffers the penalty.

Also is the factor rounded up or down?

eg 3 tank factors become 1 or 2?

The attack suffers the penalties

Rounded down after all modifications. I'll fix that in the manual. That is how it was meant to be done and it isn't worded well enough to distinguish it. Thanks
