Iraq oil convoys

Iraq surrendered to the UK last turn, their oil wells are showing '5'.
Why are there no convoys ?
There are partisans but not blocking all the rail.

No, I checked that.

I have looked at some other scenarios and oil production doesn't equal supply, either with or without the production multiplier.
Looking at '43 scenario, don't see Persia oil going anywhere.
Could you have a look at this.

If you want to email me the save I will be happy to look at it. I have been working on that area because the middle east is tricky to get resources out due to map dynamics.
