CV's attacking subs

In my current PBEM game, I am the Allies. I remember in previous games that my CV's could attack U-Boats but in this one I have been unable to even though I have the mode for the CV's set at either mixed or naval/tactical.

CV's can attack U-boats.

I'm just going to take a stab in the dark, maybe there were storms in the hex the carriers were in or the hex the U-boats were in. That would prevent your attack.
