USA Entry - might be gamey

Not sure if anyone can repeat this and I didn't realize what happened until I had moved ahead a number of turns.

I invaded the northern most port of Sardinia with two Canadian infantry and the AI (Italian air force and navy) attacked the convoy sinking one of my two troop carriers. (Had it protected too with CV group, BB group, CA group and DD group) In the next couple of turns I moved US troops past Gibraltar and onto Sardinia (via Northern port) while I moved the Canadian infantry down to Cagliari. The AI ignored my US troop transports, covering fleets, everything. Totally surprised me because the AI didn't behave like this in previous turns at all. I moved the US troops down to Cagliari following the Canadian infantry. However, when I went to attack the garrison on Sardinia with the US troops, I got the message, you're not at war with Italy. Damn, I forgot to declare war on Italy and Germany but I was allowed to move my troops onto Italian soil because the Canadian infantry unit had conquered it. Maybe the AI left me alone (maybe a fluke) because I wasn't at war????? Not sure if this can be checked but I thought I'd mention it just in case.

I'd personally prefer to hardcode USA units to not be able to move out of the USA at all until USA is at war with both Axis powers, and simply convert the script of USA joining the Allies to set USA to declare war on the spot to Italy and Germany (Yes it is known they declared war on USA but I think it will avoid these situations for the AI).

Germany can also send units into Italy and Libya before Italy has DoWed UK and France.

If the Italians are fully Axis yes they can. So the Allies need to DOW.

I put in measures last night to ensure the A.I. always does this.
