Suggestion: Manual reinforcing and upgrading

I am not sure how long it can take the developing a splitting of upgrades, reinforcing, getting priorities straight - current status for me is quite a mess. Units that can both receive upgrade and repairs get upgraded first (and I assume then you pay more for the repairs), manpower gets misused, etcetera.
If there is a tidbit of extra points and there is a division lurking around, dang, upgrade the division as it cannot squeeze in the upgrade for a corp or so ... (Sure you can manually, persistently, block upgrades to each and every division)

Is it possible to do a major overhaul, to have a pre-turn production phase where the player litterally do the whole upgrading and repairing manually, WITH the allotment of points from the previous turn? I think that would be best.

Otherwise it would do good to have split upgrades and reinforcing, and like 3 if not even 5 different level of manually set priorities plus the absolute 'no upgrade'.
Repairs and Upgrades work on different budgets and have their own different priorities. Check first Top Tier of Priority. Upgrade / Repair what is necessary. All maxed and still got more points to use? Go to the Second Tier of Priority. Etc.

Still a whole 'pre-turn' phase to spend reinforcements, upgrades and do your production would do good; then you have your move and fight 'turn'.

Right now I am focusing on killing some important bugs before adding new complex features. This is a complex one which requires time on how exactly to do it properly.

Upgrades only cost 10% of the units full price BTW per level.

Yes, but repairing is more mathey as it is a % of the full price, divided by the per unit cost.

Like, 1 Infantry step costs 6 for most nations, at '39 tech, before % reduction (Which is an editable parameter). But for a '40 tech it would be 6.6 (rounds up? It stays 6.6?) before % reduction. So it turns mathey.
