Naval Zones of Control

I'm having trouble getting zones of control to work for naval units. I moved all the naval units to the left hand column and gave them a +6 zone of control in "Edit Movement Costs: just like I've done for SC3E and SC3WW. They're set for 1 unit to make it happen, but it ain't happening.

Is there some other place you have to change something?

It's exactly the same as mine and the 12 others I've done for my naval mods, but it not working for me!

I guess I'll PM Bill or Hubert because any naval mod for this game is on hold until I figure this out.
