Question about supply in N. Africa

What does port supply 0 of 120 in Tripoli and 0 of 80 in Bengasi and Tobruk mean?
Is is that I'm at the limit of units that can be properly supplied and that I can't bring anymore units to NA?

You can bring an infinite amount of troops, on the paper.

But by default each HP eats 1 supply, and if that HP requires fuel, it eats a bit more. (Infantry Corp of 30 HP, takes 30 supplies. Armoured unit of 30 takes more - I forgot the number)

If you are within your supply 'limit' imposed by the port, all is good and fine.
If you are above it, imagine units are still supplied but they get less supplies than what they truly need - that lowers in proportion how much efficiency they gain per turn. So sure you can have even 20 units at Tobruk and Benghazi, and as long as they stay put and all, they can get a decent level of efficiency. But as soon as they begin to operate, attack, defend, etc - their reorganization gain will be abysmal.

It also costs supply to move supply if you are too far away from the port.

So I have way too many units and they have exceeded the ports capacity to supply them properly.

Correct.

You could technically fly in fly out to Italy and resupply then fly back. Totally viable strategy.

But it costs time and money.

Or use lots of supply trucks.

Again time and money.

Sometimes just having the right amount of units in place with full support is better than trying to overjam lots of units.
