Locked SU not working

Been doing a vs AI game and got suspicious about the locked SU function, its not working.

Here's a save point, end of allied T30:

Now I want all the Allied tank brigades into 21 AG as that is then the easiest way to send to France (& I can then decide to use them on map or to boost the combat power of key formations)

which is really not what I expected.

Since good attribution of SUs is crucial to allied play, I'm a bit worried about how this is working out, especially as I get the same spread regardless. Also my artillery etc stuff is wandering around

I loaded your save and all HQs show on the CR screen with support level 3. Changing the HQ lock option mid-game does not lock (or unlock) all the HQs, it just determines what the HQs will start as at the beginning of a game. The fastest way to set all units to locked is the CR screen HQ tab by using the support level function. Do you think that these HQs were locked at one time and that the game unlocked them? Can you go back through your saves and find if they were ever actually locked? If you can find where they were locked and then became unlocked and not due to any action you took, please attach the save before they unlocked. Thanks.

ah - my mistake, just gone back to T1 and set the game up as unlocked and then didn't lock it at the HQ level (out of practice [;)])
