Soviet Lend Lease Bug

Did not realize until I was in April of 1942 that the Soviets were only benefiting from 20 (there merchant fleet size) of the 70 lend lease I was sending with the US and UK. Although the text said the US and UK would transport the amount above the soviet merchant fleet, it was not the case. I ended up running turns ahead (a hot seat game) and tried every combo of lend lease to the Soviets and never was able to send more than the 20. I am hoping its been address but did not see it listed in the beta patch fixes.

It was unfortunate as this was a good game up to this point but pretty much killed it (lost 1000 PP for the allies).

This was the 1.04 as released (no beta patches)

i dont believe ive seen mention of this bug as fixed before in the beta patches.

I'll test it myself. I might have been fixed but I dont remember.
